Despite the ongoing political debate surrounding federal legalization of medicinal or recreational marijuana, smaller jurisdictions across the United States are taking matters into their own hands and enacting their own regulations. Washington D.C.’s Mayor Muriel E. Bowser recently introduced a bill that would allow for the sale of recreational cannabis in the nation’s capital. This proposed legislation is significant as it strikes close to home for federal lawmakers.
In an interview with the Washington Post, Bowser explained that the bill is designed to regulate the sale of cannabis, ensure that taxes are collected, invest those taxes in ways that benefit communities that have been disproportionately affected, and train and hire D.C. residents. This new legislation marks a change in Bowser’s position, as she previously opposed the legalization of dispensaries in 2016, citing concerns about the timing of such an expansion of access.
The bill also includes provisions aimed at addressing the negative impact of the War on Drugs on D.C.’s communities. Under the new legislation, criminal records of individuals with misdemeanor marijuana possession charges would be automatically sealed. Additionally, the bill mandates that 60 percent of cannabis entrepreneurs and employees be residents of the city. The council has previously passed similar legislation that prioritizes POC-run medical cannabis businesses.
